General Rules:
1) Books only in books.bib; No books in references
2) All author= ... Allen ... ref in ALLEN.BIB only
3) No repeated references. This makes for bad mistakes in the future,
	and an inconsistent ref scheme over time
4) For historical reasons there is one type of exception. Specific
	data bases are allowed to exist, such as PREFACE.BIB.
	Do not use these data bases. Copy references out of PREFACE.BIB
	if they are needed.
